San Marino is not an EU member but has formed a customs union with the EU since 1992. For most commercial goods, therefore, no duties apply – the shipment runs under the transit procedure with a T2 document via Italy through to clearance in San Marino. Only coal and steel products (ECSC goods) are excluded from the customs union and are treated separately.
